A Technology Collaboration Created by NYCHA Residents and Community 501c3 Organizations

NYCHA residents developed the Manhattan North Training Project to help our community. We recognize the lack of true economic opportunity as practiced by most of our culture. 


The Internet doesn't work that way - it promotes teamwork and communication at its core


Cooperative Membership Model

The Project utilizes a cooperative membership model where each of the development resident associations is an owner/operator of network facilities that collaborates with TSCI and other 501c3 non-profit organizations to train residents to provide free services and applications to our communities.  The Project Partners believe that residents should not have to pay a commercial provider in order to communicate with each other, to monitor the safety and quality-of-life in our communities and to access the many critical governmental services and resources that are available on-line.


The Manhattan North Training Project is led by Ethel Velez, and represents over 55,000 NYCHA residents living in 40 public housing developments throughout Harlem and Northern Manhattan.

Impact & Value

Perhaps more important than Internet access itself, is what our Project is able to do with it. This includes the creation of digital platforms and trusted content that we create and control, that gives us a voice and a way to connect with each other; and we have created a local community-based emergency communications network that provides emergency preparedness and mitigation information, specific to our communities, as well as a real-time communications system that works during emergencies.  During normal times, the communications network works to provide daily quality-of-life news and information to our residents.
